A compact fluorescent bulb is a lightbulb similar to the bulb used in Yahoo Answers while a fluorescent bulb is the tubing used in offices and schools.

Similar.  The CFL contains a fluorescent tube wound in a spiral, but it also includes an electronic ballast. Most fluorescent tubes you see have the ballast as a separate module.

The ballast generates the special conditions needed to start the arc that causes the light.

yes compact fluorscent bulb is exactly thesame as ordinary fluorsent bulb. Because both have same working principle operation.

Yes, they are basically the same, except the ballast for ceiling lights have replaceable bulbs, whereas the CF is an all-in-one, so you dispose of the electronics with the bulb when it goes bad.
